Abstract

This study analyzed three qualitative concepts in neonatal referral services at Bintuni Health Center: health worker roles, referral decision-making, and referral network implementation. A descriptive qualitative design was used. Data were collected in 2026 through in-depth interviews, observation, and documentation involving 11 purposively selected informants, with snowball sampling used to obtain additional information. The findings showed that health workers conducted early risk detection through antenatal care, maternal monitoring, and education. Referral decisions were coordinated with families, although family deliberation could delay referral. The referral network operated through communication between health centers and referral hospitals, supported by transport and community cadres. Geographic, facility, workforce, communication, and family barriers remained. Strengthening referral capacity is needed to support neonatal survival
